Theme - Homelessness
What it is to be homeless is a tricky thing to define, the government tried to do so in the 1996 Housing Act with some moderate success, but then created a distinction between what is known as statutory and non-statutory homeless. The importance of this distinction is that Local Authorities are under no obligation to aid those those deemed non-statutory homeless. The result is large numbers of people left out in the cold all alone.
They don't have to be alone, however, or left out in the cold, as many voluntary organisations and faith based organisations now offer support and shelter for those in the most need. Not only do they provide aid to those in need, they are tackling the causes of homelessness, and in time perhaps could abolish it altogether.
